I dont think you have to look at it as so definate like that... If for some reason a rulebook cannot be put in place, you could run as 2012 rules I think.
Andrew, I am 100% sure that we cannot go back and change a convention passed motion. So as of yesterday T would not race without it's 2013 rule book in place. The T boat members voted for the motion and it is up to WE the T boat group to get the 2013 T Boat or whatever we decide to call the class Rule Book done.
I will defer to andrew, but I believe we voted to remove t from the stock outboard class and create our own division similar to slt and drag. The vote we had was of the stock outboard group and I believe the CBF board of directors have the final say to approve the removal. It would be logical that CBF would not pass a motion to approve if T did not have approved rules place as they are not looking to lose any racers. If rules are not in place CBF would most likely not approve the new removal and we would be racing under the 2012 rules as part of the current stock outboard rules.
Andrew has graciously offered to provide guidance with the drafting of the rules I don't see an issue with them being drafted and having them submitted to CBF by the required date. Additionally, I don't see CBF having an issue with the rules as they should be very similar to the rules we raced under 2012 in stock outboard but incorporating the changes we discussed for 2013. The earlier they are drafted the sooner we can get feedback from CBF and make changes.
