Below are some the the suggested T850 changes. These and others will be presented at the Feb. 23, 2013 meeting.

CURRENT RULE
* REPLACEMENT PARTS * The S.O.R.C. may approve only those replacement parts, modifications and accessories that a manufacturer certifies are to be stock specifications on further models of the motors on which they are to be approved for use. This rule is intended to prohibit the use in Stock Outboard Racing of any parts, modifications or accessories that are not a part of a registered motor as the purchaser may obtain it from the retail dealer. Exception, there shall be only one (1) propeller of three (3) blades or less of any make.

. PROPOSED RULE
Stock aftermarket replacement permitted.
REASON:
Some OEM parts are becoming rare, expensive or unavailable. Aftermarket parts are available and they are direct replacement parts.


RULE (12-C) Motor restrictions

CURRENT RULE

(12-C) * Classes and engines follow the APBA Stock Outboard rules with the following exceptions listed below. An APBA only class may be run and scored for APBA points at joint sanctioned events 01/2010
Class Additionally Permitted Motors

JSH -Mercury 7.5J (local races only)
-Mercury 10XS (local races only)
BSH -Hot Rod 15
-Yamato 102 with restrictor (7/16”)
BSR -Hot Rod 15
-Yamato 202 with restrictor (9/16” or 1/2" or 7/16”) (local races only)
CSH -Yamato 202 (local races only)
CSR -Yamato 202 (local races only)
DSH -Tohatsu TLDI-50 on 44XS or Scottcraft mid with Komato gearcase (Probationary)
-Mercury 500 series motors 1976-1989
T750 -Mercury 3 cylinder twin carburetor [49 cubic inch]
Any previous Stock Outboard racing qualified motor can run in the Stock Classic Category under the Stock Outboard group. Boats may be grouped with like speed current classes, or on their own, or in the current class counterpart.

. PROPOSED RULE
T750 -Mercury 3 cylinder twin carburetor [49 cubic inch]

REASON:
The engine is not competitive in the T850 class, it is competitive in T750 class. It requires the exception due to its cubic inch displacement being over 45 cubic inch.

RULE (14-D) Safety

CURRENT RULE
* The use of shock cord or elastic rope as a motor tie down is prohibited.

. PROPOSED RULE
* The use of shock cord or elastic rope as a motor tie down is permitted.
REASON:
Shock cord or elastic rope tie downs improves stability when added to the normal set up.

RULE (14-S) Safety

CURRENT RULE

* The race committee must limit the number of hydroplanes or runabouts starting in a closed course heat to twelve (12) or less. xxxx

. PROPOSED RULE

* The race committee must limit the number of boats starting in a closed course heat to twelve (12) or less dependent on the class and the course.

REASON:
We have boats other than hydroplanes and runabouts competing. The T Boats and SLTs could run fewer boats per heat because of the course.


RULE 19-B-2 (503.01)– Other Classes

CURRENT RULE
Every boat must be fitted at the bow with a towing eye, and every reinforced cockpit boat must be fitted at the bow with two mooring eyes, one at the top and one at the bottom which must be strong enough to support the boats if it sinks and to make towing possible.
One or two oars or adequate paddles, adequately secured and stowed, so that they are immediately available, are to be on board. Boats with reinforced cockpits do not need to have oars or paddles.
Every boat must have adequate bouncy to ensure that it floats in case of an accident. This buoyancy shall be equivalent to a volume of 0.055 m3 of foam per 100 kg. of boat weight. XXXXt. If a reinforced cockpit is fitted, at least one half of this volume must be securely attached to the cockpit structure. Any foam is to have a maximum density of 30 kg/m3.
The floatation provided by the airbag is not to be included in the calculation for required floatation.

REASON:
These volumes fall under the original formula of 0.055m3/100kg, except for T850. 6cu.ft is more than enough floatation for a T750 boat and we use the same boat s in T850 and T750 classes. GT30 is a smaller boat and requires less floatation.


RULE 19-B-16 (509.11) – Other Classes

CURRENT RULE
Left and right rear-view mirrors are mandatory.

. PROPOSED RULE
Left and right rear-view mirrors are optional.

REASON:
It depends on the style of the boat. Drivers add them if they need them.


RULE 19-B-15 (509.10) – Other Classes

CURRENT RULE

A removable steering wheel is mandatory.
The steering wheel must be easily removable without tools.
It is recommended that a centre pull ring type release (using only one hand) be used with detachable steering wheels.

. PROPOSED RULE

A removable steering wheel is optional
REASON:
This was a rule for boats with cells.

RULE 19-B-35 (553.05) – Other Classes, T750 and T850 rules

CURRENT RULE

An efficient gear changing system giving forward, neutral and astern movement is compulsory.
The control handle for the reverse gear, ready for use, must be within easy hand reach of the driver, when he is in the normal driving position. Maneuvering of the boat astern must be possible by selecting reverse gear.

. PROPOSED RULE

REASON:
Many racers have the gear case locked in forward.


RULE 19-B-37(553.10)–Other Classes,sole modifications allowed

CURRENT RULE
Only the following modifications are allowed: and a motor spec sheet must be provided for the class inspector. See 23 for GT30
1. All studs, screws, nuts, bolts and their washers are free as well as the method of locking them.
2. The original propeller may be replaced by another,
3. The trim tab may be altered or removed and a nose cone added.
4. The cooling system must be provided by the water pump.
5. Thermostats and pressure valves of the cooling system may be removed.
6. Cable and pulley steering systems recommended. Mechanical or hydraulic systems allowed
7. The dampers (shock absorbers) may be altered or removed.
8. The rubber mounts of the motor may be altered, removed or replaced.
9. Revolution counters, water temperature gauges, water pressure gauges and similar instruments can be installed.
OUTBOARD RACING COMMISSION 2012 RULE BOOK - 20
10. Revolution limiters may be removed.
11. The gear interlock device on the starter may be removed
12. Spark plugs are free
13. Original carburetor jets may be replaced for another size.
14. Springs may be added to the throttle lever of the carburetors.
15. Re-boring is allowed, to a maximum of 40 thousands oversize.
16. Only OEM or direct replacement parts approved. Plastic reeds approved.
17. No internal motor part can be machined or altered in any way. Cylinder head and block can be machined. Maximum compression 160 PSI. Modular cranks maybe pinned.
18. Measurements not quoted in the homologation sheet shall only be checked by visual comparison with standard parts. As the actual manufacturing tolerances are not published, small differences between the inspected part and the reference part must be accepted.
19. The fuel connectors may be removed and the fuel hose from the fuel tank connected directly to the fuel pump.
20. Electric fuel pumps allowed.
21. No parts may be added to the motor unless specified in these rules.
22. Fair Competition Rule: A motor’s eligibility and class placement is subject to class member’s approval. A boat will race in the class where it is most competitive.

. PROPOSED RULE
17.Balancing and lightening the power head’s rotating assembly, port matching to the spec sheet.. Machining the block and cylinder head or using a custom head to achieve a maximum compression 160 PSI. Modular cranks maybe pinned.
REASON:
Most racers were already doing these spec changes.

Can almost guarrantee your first rule change and 14D will not pass unless you make specific to your T classes.

Stock Outboard is very strict and does not allow aftermarket parts except for very specifiic cases. These cases are outlined in the specs for those specific motors (usually an obsolete part). This in general is handled by APBA, as CBF uses the APBA spec books.

Elastic cord is banned because it is too dangerous on anything that doesn't have a fixed engine or locked down engine (ie almost every stock outboard racing motor). Stock Outboard uses real rope to tie down motors so the motor cannot move at all, nothing that can stretch is permited.

Just my 2 cents if you want these to change for T classes.

Also ThunderCats (known as SLT in APBA) are not part of Stock Outboard, so no point in referencing them. ThunderCats have their own rules, completely seperate, because they are a different animal than a Stock hydro or Stock racing runabout. (maybe something for T's to think about)

Thanks Andrew, I mentioned at the T Class meeting that they had to be careful if they wanted to change a SO rule that affects all classes. I believe there are some other suggestions they want to present at the meeting. I am very pleased that the T group is stepping up with suggestions and showing interest in ALL the rules.

They could change a current T rules.
16. Only OEM or direct replacement parts approved. Plastic reeds approved.

Thank you andrew and don. Knowing the reason for rules really helps - that way we can try to add/modify what we need to accommodate our class better without disfiguring the existing rules.
Do we need to propose rule changes/modifications to APBA then? to accommodate our desired "Stock aftermarket replacement permitted" rule?

Jake, I would just make the change in the T rules as shown in the above post. You don't need to try to make it a general rule for all stock outboard.

Don't Forget the IMPORTANT TORC meeting tomorrow morning.
Be there to voice your opinion and learn about changes that could impact your class.
All 2012 Carded members have a vote and you can vote on any suggested change even if the change is NOT in the class you race.
For racers in classes where there are changes being suggested. You need the vote count to have those suggestions passed.

T Class is no longer part of the Stock Outboard Section of Outboard Canada
Prior to the rule changes being tabled at the convention to-day a motion was passed to remove T Class from the Stock Outboard Section and have the class separate similar to Thundercat and Drag.
T Class has to present its own rule book at the April TORC meeting and it will be forwarded from there to CBF Head Office for approval. This is NOT a 2 page copy and paste document. The Thundercat rules are over 20 pages and Andrew spend hours working on that document. The T Class will be even longer.
