No floor and the large FE number on the hull suggests this was a race boat built Delta. It was a light weight stringer race boat.
It could be?? a Kennedy built Delta race boat. If it needs work it should separate. The light weight Delta's were not built to last, so the boat likely has extra fiberglass added over the years. You can spend a lot of time and money restoring one of these and there is a very small market for them.

We had passed on it as it needs everything. If you could get it for 2k for the whole thing it wouldnt be terrible but needs a ton of work

If you want an old FE race boat and are willing to do the work for the fun in the project, then put in an offer for the boat.
I do agree that $2M would be realistic price based on the condition.
